A Seminar on ‘Internal Quality Assurance’ was organised by the UGC Cell of Multani Mal Modi College, Patiala. Dr. J. S. Pasricha, Director, Internal Quality Assurance Cell, Punjabi University, Patiala was the main speaker on the occasion. He lamented on the depleting quality in the higher educational institutions. He said the youth is disillusioned with many professional courses. In Tamil Nadu 75,000 seats out of total 2,50,000 seats remained vacant in engineering colleges of the state this year. Same is the case with MBA Course. Colleges and Universities are facing financial problems while the State Governments are reluctant to spend on higher education. In this background MHRD has come forward to provide financial assistance to the Universities and Colleges through Rastriya Uchtar Shiksha Abhiyan (RUSA). Dr. Pasricha further stated that as per the recommendations of National Knowledge Commission 18% of the total students should be given opportunity to get higher education while only 8% are getting it. He stressed upon the need to form Internal Quality Assurance Cells in every college, so that the academics, research and administrative performance gets evaluated annually.
Dr. Satish Bhardwaj, Principal of the College, welcomed the Chief Guest and the delegates. Prof. Sandeep Mahajan, Dr. Harpreet Singh Dua from Govt. Bikram College of Commerce, Dr. Neena Singla from Govt. Mohindra College and Prof. Shawinder Singh Govt. College for Girls were also present on the occasion. Dr. Rajeev Sharma conducted the stage. ਸਥਾਨਕ ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ ਵਿਖੇ ‘ਇੰਟਰਨਲ ਕੁਆਲਿਟੀ ਐਸ਼ੋਰੈਂਸ’ ਵਿਸ਼ੇ ਤੇ ਇਕ-ਰੋਜ਼ਾ ਸੈਮੀਨਾਰ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ। ਇਸ ਸੈਮੀਨਾਰ ਵਿਚ ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਕਾਮਰਸ ਵਿਭਾਗ ਦੇ ਸਾਬਕਾ ਮੁਖੀ ਅਤੇ ‘ਇੰਟਰਨਲ ਕੁਆਲਿਟੀ ਐਸ਼ੋਰੈਂਸ ਸੈੱਲ’ ਦੇ ਡਾਇਰੈਕਟਰ ਡਾ. ਜੇ. ਐਸ. ਪਸਰੀਚਾ ਨੇ ਮੁੱਖ ਵਕਤਾ ਵਜੋਂ ਬੋਲਦਿਆਂ ਕਿਹਾ ਕਿ ਉਚੇਰੀ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿਚ ਲਗਾਤਾਰ ਨਿਘਾਰ ਆ ਰਿਹਾ ਹੈ। ਕਈ ਕਿੱਤਾ-ਮੁਖੀ ਕੋਰਸਾਂ ਤੋਂ ਲੋਕਾਂ ਦਾ ਮੋਹ ਭੰਗ ਹੋ ਰਿਹਾ ਹੈ। ਇੱਕਲੇ ਤਾਮਿਲਨਾਡੂ ਵਿਚ ਇੰਜੀਨਿਅਰਿੰਗ ਦੀਆਂ ਸਵਾ ਦੋ ਲੱਖ ਸੀਟਾਂ ਵਿਚੋਂ 75,000 ਸੀਟਾਂ ਖਾਲੀ ਰਹੀਆਂ ਹਨ। ਬਹੁਤੀਆਂ ਪ੍ਰਾਈਵੇਟ ਸਿੱਖਿਆ ਸੰਸਥਾਵਾਂ ਵਪਾਰਕ ਅਦਾਰਿਆਂ ਵਾਂਗ ਕੰਮ ਕਰ ਰਹੀਆਂ ਹਨ। ਸੂਬਾਈ ਸਰਕਾਰਾਂ ਉਚੇਰੀ ਸਿੱਖਿਆ ਤੇ ਖਰਚ ਕਰਨੋਂ ਕੰਨੀ ਕਤਰਾ ਰਹੀਆਂ ਹਨ। ਇਸ ਪਿਛੋਕੜ ਵਿਚ ਕੇਂਦਰ ਦੇ ਮਨੁੱਖੀ ਸਰੋਤ ਵਿਕਾਸ ਮੰਤਰਾਲੇ ਵਲੋਂ ਰਾਸ਼ਟਰੀ ਉੱਚਤਰ ਸਿੱਖਿਆ ਅਭਿਆਨ (ਰੂਸਾ) ਤਹਿਤ ਉਚੇਰੀ ਸਿੱਖਿਆ ਸੰਸਥਾਵਾਂ ਦੀ ਗੁਣਵੱਤਾ ਸੁਧਾਰਨ ਲਈ ਫੰਡ ਮੁਹੱਈਆ ਕਰਵਾਏ ਜਾ ਰਹੇ ਹਨ। ਵਿਦਵਾਨ ਵਕਤਾ ਨੇ ਕਿਹਾ ਕਿ ਕੌਮੀ ਗਿਆਨ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸਿਫਾਰਸ਼ਾਂ ਅਨੁਸਾਰ ਕੁਲ ਵਿਦਿਆਰਥੀਆਂ ਵਿਚੋਂ ਘੱਟੋ-ਘੱਟ 18 ਪ੍ਰਤੀਸ਼ਤ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਉਚੇਰੀ ਸਿੱਖਿਆ ਹਾਸਲ ਕਰਨ ਦੇ ਮੌਕੇ ਮਿਲਣੇ ਚਾਹੀਦੇ ਹਨ ਜਦ ਕਿ ਅਜੇ ਤਕ ਸਿਰਫ਼ 8 ਪ੍ਰਤੀਸ਼ਤ ਵਿਦਿਆਰਥੀ ਹੀ ਇਹ ਮੌਕਾ ਪ੍ਰਾਪਤ ਕਰ ਸਕੇ ਹਨ। ਇਹਨਾ ਸਿਫਾਰਸ਼ਾਂ ਅਨੁਸਾਰ ਬਾਰ•ਵੀਂ ਤੇ ਤੇਰਵੀਂ ਪੰਜ ਸਾਲਾ ਯੋਜਨਾ ਦੌਰਾਨ ਕੁਲ ਸੂਬਾਈ ਘਰੇਲੂ ਉਤਪਾਦਨ ਦਾ 34 ਪ੍ਰਤੀਸ਼ਤ ਹਿੱਸਾ ਉਚੇਰੀ ਸਿੱਖਿਆ ਤੇ ਖਰਚ ਕਰਨ ਦਾ ਟੀਚਾ ਰੱਖਿਆ ਗਿਆ ਹੈ ਜਦ ਕਿ ਮੌਜੂਦਾ ਸਮੇਂ ਵਿਚ ਸਿਰਫ਼ 2 ਪ੍ਰਤੀਸ਼ਤ ਹੀ ਖਰਚ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਹਨਾ ਨੇ ਕਾਲਜਾਂ ਵਿਚ ਅਕਾਦਮਿਕ ਤੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਖੇਤਰਾਂ ਗੁਣਵੱਤਾ ਵਿਚ ਸੁਧਾਰ ਲਿਆਉਣ ਲਈ ਵਿਸ਼ੇਸ਼ ਸੈੱਲ ਬਣਾਉਣ ਲਈ ਕਿਹਾ।
ਕਾਲਜ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਡਾ. ਸਤੀਸ਼ ਭਾਰਦਵਾਜ ਨੇ ਮੁੱਖ ਮਹਿਮਾਨ ਤੇ ਡੈਲੀਗੇਟਾਂ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਯੂ.ਜੀ.ਸੀ. ਵੱਲੋਂ ਦਿਤੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਕਾਲਜਾਂ ਵਿਚ ਅਕਾਦਮਿਕਤਾ, ਖੋਜ, ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਵਿਦਿਆਰਥੀ ਸਰਗਰਮੀਆਂ ਦੀ ਗੁਣਵੱਤਾ ‘ਚ ਸੁਧਾਰ ਲਿਆਉਣ ਲਈ ਸਾਲਾਨਾ ਮੁੱਲਾਂਕਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ। ਉਨ•ਾਂ ਕਿਹਾ ਕਿ ਅਧਿਆਪਕਾਂ ਨੂੰ ਪੜਾਉਣ ਦੀਆਂ ਨਵੀਆਂ ਤੇ ਰੌਚਕ ਵਿਧੀਆਂ ਅਪਣਾਉਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ।
ਇਸ ਸੈਮੀਨਾਰ ਵਿਚ ਸਰਕਾਰੀ ਬਿਕਰਮ ਕਾਲਜ ਤੋਂ ਪ੍ਰੋ. ਸੰਦੀਪ ਮਹਾਜਨ ਤੇ ਡਾ. ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਦੂਆ, ਮਹਿੰਦਰਾ ਕਾਲਜ ਤੋਂ ਡਾ. ਨੀਨਾ ਸਿੰਗਲਾ ਤੇ ਸਰਕਾਰੀ ਕਾਲਜ (ਲੜਕੀਆਂ) ਤੋਂ ਪ੍ਰੋ. ਸ਼ਵਿੰਦਰ ਸਿੰਘ ਨੇ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਵਿਚ ਸਰਗਰਮੀ ਨਾਲ ਭਾਗ ਲਿਆ।
ਡਾ. ਰਾਜੀਵ ਸ਼ਰਮਾ ਨੇ ਮੰਚ ਸੰਚਾਲਨ ਕੀਤਾ। ਪ੍ਰੋ. ਸ਼ਰਵਨ ਕੁਮਾਰ ਨੇ ਮੁੱਖ ਮਹਿਮਾਨ ਅਤੇ ਡੈਲੀਗੇਟਾਂ ਦਾ ਧੰਨਵਾਦ ਕੀਤਾ। ਪ੍ਰੋ. ਨੀਰਜ ਗੋਇਲ ਅਤੇ ਡਾ. ਸੰਜੇ ਕੁਮਾਰ ਨੇ ਇਸ ਸੈਮੀਨਾਰ ਦੇ ਆਯੋਜਨ ਲਈ ਵਿਸ਼ੇਸ਼ ਯਤਨ ਕੀਤੇ।
